Description
Dispensing opticians design, fit and dispense optical lenses based on a prescription from an ophthalmologist or optometrist for the correction of reduced visual acuity. They service corrective eyeglasses, contact lenses, low-vision aids and other optical devices.
Tasks include -
(a)  examining and taking facial and eye measurements of clients for fitting of eyeglasses and other optical devices; 
(b)  providing advice to clients on selection and maintenance of eyeglasses and frames, types of contact lenses and other optical devices for performance, safety, comfort and lifestyle; 
(c)   interpreting optical prescriptions and preparing work orders for optical laboratories for grinding and mounting of lenses in frames, preparation of contact lenses and other required work; 
(d)  verifying exactness of finished optical appliances and devices to the original prescription and fit of clients.

Description
Optometrists and ophthalmic opticians provide diagnosis, management and treatment services for disorders of the eyes and visual system. They counsel on eye care and prescribe optical aids or other therapies for visual disturbance.
Tasks include -
(a)  examining patients' eyes and conducting diagnostic tests to assess ocular health and determine the nature and extent of vision problems and abnormalities;
(b)  testing visual function using specialized instruments and equipment for measuring visual acuity and refractive error, function of visual pathways, visual fields, eye movements, freedom of vision and intraocular pressure;
(c)  detecting, diagnosing and managing eye disease, including prescribing medications for treatment; 
(d)  consulting with and referring patients to ophthalmologists or other health professionals if additional medical treatment is necessary;
(e)  detecting and diagnosing eye movement disorders and defects of binocular function, and planning and managing treatment programmes, including counselling patients in eye exercises to coordinate movement and focusing of eyes;
(f)  prescribing corrective eyeglasses, contact lenses and other vision aids, and checking optical devices for performance, safety, comfort and lifestyle;
(g)  advising on visual health matters such as contact lens care, vision care for the elderly, optics, visual ergonomics, and occupational and industrial eye safety.

Proposed Proportionality Test Directive

On 10 January 2017, the European Commission published an ambitious legislative package aiming at boosting the European services sector, thus completing the Single Market. Part of this legislative proposal is the "Proportionality Test Directive”, which suggests a proportionality assessment of national rules on professional services before legislative action is taken in a Member State.

Whilst the Commission's intention to ensure a coherent and consistent approach across EU Member States is welcomed, it should be emphasised that the regulation of professions is a national prerogative. What is considered "proportional” can vary from one country to the other, and it is important that the criteria remain flexible enough to ensure national specificities of a profession can be taken into account.

It is also vital to ensure that this proposal does not come as an additional barrier or at the detriment of public health, freedom of movement or efforts made by professional groups across Europe to achieve a recognition of their profession.

The position paper outlines several recommendations for the EU institutions to consider in their deliberations.

PRESS RELEASE ECOO publishes Blue Book 2017 

The latest data on the professions of optometry and optics in Europe 8 May 2017 

The European Council of Optometry and Optics (ECOO) is delighted to announce the publication of its third edition of the Blue Book. The Blue Book is a valuable aggregation of data on the professions of optometry and optics in countries across Europe. It is the only publicly available compilation of data that offers a comparative and comprehensive view on these two professional groups across 30 countries. Information is gathered through surveys filled in by ECOO members and partners. 

The Blue Book showcases the unique profile of each country and at the same time visualises the scattered professional landscape throughout Europe. The varied scope of practice of opticians and optometrists in Europe is the result of the training available, the applicable law, the organisation of the professions, their independence, relative size and political weight. 

"This picture supports the mission of ECOO to develop the scope of practice for optometrists and opticians to the degree that the same high standards apply and are mutually recognised in all European countries. This enables professionals to move to another country and practice their profession and at the same time responds to today's primary health care needs” says Peter Gumpelmayer, ECOO President 

With the rising cost of medical care and decline of the number of ophthalmologists in some countries of Europe, we see a trend that primary eye health care is transferred increasingly to optometrists and opticians. 

This development is also supported by the data in this Blue Book. Since the last edition in 2015, the number of opticians and optometrists in Europe increased in many countries and we also see an increase in the number of students qualifying. In this context, ECOO is pleased that increasingly more universities are being accredited with the ECOO European Diploma in Optometry and the Qualification in Optics, which contributes to this positive development. 

"The previous edition of the Blue Book has proven to be a valuable source of information for many stakeholders, academics and institutions. To continue informing about the professional landscape and to provide input to policy developments at EU and national level, ECOO is pleased to present an updated version of the Blue Book, which now covers 30 countries and is the only compilation of data of its kind in Europe.” says Fabienne Eckert, Secretary General of ECOO.

Paediatric Eye Care

The context in which eye care for children is available and the personnel providing the care varies across European countries. 

In some countries paediatric eye care is exclusively provided by ophthalmologists, in others by physicians or other health care professionals, and in others again care is predominantly provided by primary care optometrists who refer on to specialized colleagues, hospital-based optometry, orthoptic and ophthalmology colleagues as appropriate. 

The latter model is prevalent in the UK where the primary care optometrist is well placed to offer free, local, accessible, high quality paediatric services within the community through the National Health Service.

Low Vision

Low vision describes a visual impairment that restricts the ability to perform visual tasks in everyday life. This handicap cannot be corrected by ordinary glasses, contact lenses or medical intervention. Obvious types of visual impairment are the loss of visual acuity and the loss of visual field. Other examples include loss of contrast sensitivity, abnormalities in colour vision and night vision, as well as an increased sensitivity to light (such as disability glare or photophobia).

Driving and Vision

ECOO believes that member states should use the opportunity presented by their implementation of the latest EU directives on driving licences to scrap the so called 'number/licence plate test' of drivers' vision (and any other unscientific assessments of drivers' vision) and replace it with an appropriate Snellen-based assessment, similar to that used in Finland, Germany and Ireland. This assessment should be completed by all applicants for a provisional driving licence to ensure that their vision is adequate to learn to drive. 

Moreover, since drivers cannot be expected to assess their vision against the detailed and technical standards of the directives as their vision changes over time, ECOO recommends that Group 1 drivers should undergo a screening of their vision when renewing their licence in accordance with the EU directive, including an assessment of their visual fields.

UV labelling for spectacles and contact lenses


The human eye is exposed to toxic Ultraviolet Radiation (UVR) from natural sunlight and man made artificial sources. UVR induced damage and related diseases can occur in a number of tissues within the eye, ranging from the corneal surface to the retina (Bergmanson and Söderberg 1995). 

At the same time, the cornea and the crystalline lens provide inherent UVR protection (Boettner et al. 1962, Sliney 2002, Walsh et al 2008). Shading headwear and certain designs of UVR-blocking sunglasses can reduce UVR exposure but do not provide the high degree of ocular protection afforded by UVR-blocking contact lenses (Walsh et al 2003), particularly when the latter is combined with shading and sunglasses. 

The design of UVR-blocking sunglasses and how they are worn are important in achieving optimal protection from these devices. Sunglasses providing a tight fitting wrap-around design, as opposed to small flat lenses mounted off the eye, offer the best protection to the ocular media, providing that they adhere to the highest standard of inherent UVR-blocker in their lens material (Rosenthal et al 1988, Leow and Tham 1995). 

Well designed sunglasses also offer some protection for the eyelids and the bulbar conjunctiva.
